The purpose of the Guidelines of the Border Governors Conference (BGC) is to regulate the operations of the United States-Mexico Border Governors Conference (BGC), serve as the official document that defines the internal functions of the Conference, provide guidance to all its delegates, and shall be observed by all participants.
These Guidelines were amended by instruction of the Border Governors Plenary, the superior decision-making body of the conference conformed by the 10 participating border governors, at the XXVII BGC in Monterrey, Nuevo Leon on September 3-4, 2009. The modifications reached consensus during the XXVIII BGC First Planning Meeting in Tijuana, Baja California on January 28-29, 2010.
These Guidelines received final approval by all the border states participating in this conference on February 15, 2010.
